These things are getting dumped out at about 10,000 ft AGL. I have a video of 8 heavy jets flying in cross patterns above my house in PA. Unless they've created a special traffic pattern in Class G airspace this will remain a mystery. Also I've witnessed the trail stop and then start again with no change in altitude. Very fascinating. I was just like you in the late 90's until I did a search and I typed in "white lines in the sky" and was shocked to find out that someone else noticed them too. It was around 1999 or so. I saw them myself first and right away knew something was wrong.
