Description: I forgot to add in the video: children of famous people (politicians and celebrities) are going to be exempt from the database. The details will be kept on the database until the person reaches the age of 24. It might be worth mentioning also, that the database would cost £224,000,000 (~$450,000,000) to set up and £41,000,000 (~$80,000,000) per year to run. A kid has low IQ scores, grades, bad home, no resources and projections show only 1 million janitors are needed, he might be marked for 'special help', if candidates for those positions are filled.
